The Penguin is a spin off to the 2022 movie, The Batman, that stars Robert Pattinson as the iconic superhero. Colin Farrell also plays the main villain in said movie and the story of his character carries on in this new spin off.

In an interview by IGN, when Colin was asked if Robert Pattinson will appear as the The Caped Crusader in the new series he said "We know from the start that he wasn't going to be in or appear. I think it was case of just, them wanting not to lean on that. I think there was an understanding that at the end of The Batman film that Bruce Wayne was at a turning point. You know, after the rescue at the garden and the voiceover at the end, you could see that emotionally and psychologically he was going to, not course correct, but there was going to be a change in his life."

Speaking then about the setting of the new show he said "It is a very different side of Gotham as well. Not that Batman doesn't get his hands dirty in the shadows, of course, but it is a very, very different part of Gotham that I've never seen before. It's really the underbelly of the city, and its down in the gutter."
